School district enrollments in the Adirondacks have declined sharply while state programs and mandated services have dictated huge increases in costs. Costs per student have been rising every year. For example, according to the NY State Basic Education Data System (BEDS) reports from 2006 to 2011, Tupper Lake, Saranac Lake and Lake Placid have seen a combined drop in student enrollment of 17%. These BEDS reports are used to determine high school enrollment using grades 9-11 projections (incoming 9th which is 8th grade to 11th grade). These school districts are still operating with essentially the same staffs and services with increased costs annually. Other school districts in the Adirondack Park have also experienced similar declines in population with increased costs per student.
